With Quartus® Prime ver. 17.1, an error occurs when trying to write to ROM via EP4CE75 using a JIC file.

Starting with ^Quartus® II v13.1.4, writing to ROM may fail when using the EP4CE75's Serial Flash Loader (SFL). 
Therefore, the SFL must be re-created and used again.
