How do I generate a JIC file on the command line?

JIC can be generated by quartus_cpf.exe.

1. ^Quartus® Prime (launched via GUI): Start the Files menu > Convert Programming file and configure the JIC generation settings.
2. Click the Save Conversion File button to create xxx.cof file.
3. Execute quartus_cpf -c xxx.cof on the command line
