In the PDN Tool, the Dynamic Current Change item is displayed as 50%, but is this based on the supply power (VRM) or the maximum current value of the user circuit?

It does not refer to the power supply, but to 50% of the maximum current value of the user's circuit.
For example, 2A (Total Current) estimated by EPE (Early Power Estimator) means when 1A flows.
