The Eclipse and Cygwin executables are no longer included in the Nios® II EDS after the release of Quartus® Prime ver19.1, so they must be installed separately.
Versions other than ver19.1 Pro Edition no longer use Cygwin and have migrated to WSL, which requires installation of WSL (Ubntsu 18.04 LTS) running on Windows 10.

*1:WSL does not need to be installed again every time Quartus Prime is installed once it is installed on a Windows 10 PC and the environment is built.
*2: Eclipse and Cygwin require an environment to be built each time Quartus Prime is installed. (Because they are built in the Quartus Prime installation directory, respectively.)
