What is the use of the a10_reconfig_arbiter module in the Example Design generated by SDI IP? Is this module required?

This is a reference circuit for the mediation between XCVR and reconfig controleller.
It is used when controlling the reconfiguration of multiple XCVRs with one reconfig controleller, so it is not necessary to use it when XCVR and reconfig controleller are connected one-to-one. It is not necessary to use this module when XCVR and reconfig controleller are connected one-to-one.

This module may or may not be implemented depending on the Quartus® Prime version that generates the Example Design.
