Yes, all registered license servers must be activated.
In a redundant configuration, three license servers are activated and used, and the license function can be maintained as long as the majority (two) of the servers are activated.
Therefore, even if one of the license servers has a problem and stops, the license function can be used without stopping.
NIC IDs on the same machine cannot be used, so three separate machines must be used.
