When changing the TCK clock frequency with the jtagconfig command, the message "No parameter named JtagClock" appears and the frequency cannot be changed.

If you are using an Intel® download cable (USB-Blaster), this message will appear because you cannot change the TCK frequency.
Please check if your download cable is Intel® Download Cable II (USB-Blaster II).
