Performing an AS configuration on an Arria® 10 with corrupted or incorrect configuration data will cause the device to enter an unexpected state and JTAG access will be disabled.
To recover from this condition, you must issue a CONFIG_IO instruction to the Arria® 10 device to stop the AS configuration process and enable the JTAG port.
