The Avalon specification does not allow readwaittime and waitrequest to be used together.
This can be confirmed by checking the Avalon-MM Slave BFM parameter settings in Platform Designer. If waitrequest is enabled, the readwaittime setting is grayed out.

The Avalon specification also states that readwaittime is used for Slaves that do not use waitrequest.

Basically, when waitrequest is enabled, the waveform of Master is considered to be determined by the status of waitrequest.
