If you are using the Intel® FPGA Download Cable II (USB-Blaster II) (including on-board), the TCK frequency is 24 MHz.
The frequency of TCK is set to 24MHz.
How to set the frequency
1. start Quartus Programmer before starting BTS
2. click Hardware Setup and change Hardware frequency to 16MHz
3. check "Auto-adjust frequency at chain scanning" and close the Programmer 4. Close
4. Start BTS with Programmer still running and check if it is recognized.
