To write from an external CPU, generate an .rpd file and use it.

.rpd files are generated in little-endian by default. 
When writing to the configuration ROM, it is necessary to swap them byte by byte and execute them in big-endian. 
Although it depends on the CPU specifications for writing, please generate the file in consideration of endianness.
