PCIe Hard IP Block はデバイス上での配置が決まっており、TX/RX ピン及び Reset ピンは固定となります。
（複数の Hard IP が存在する場合、どの Hard IP Block を使用するかは選択可能です）
一度ピンアサインをしない状態でコンパイルを実施すると Quartus® Prime が最適なピンに自動的にアサインしますのでご確認ください。
なお、Refclk については Dedicated のピン内で配置の変更が可能です。
